About procedure of entering Japan after the relaxation of entry restrictions

The Government of Japan has made a statement about relaxation of entry restrictions on 5th November.

【about transferring】
Q: Can I buy a ticket and contact the isolated hotel as soon as the new policy is implemented or not? Or may I need to wait for the school to make arrangements for our flight and hotel?
A: Regarding the procedure to immigration to Japan, we will send email to you soon. In there, information which should be answers to your question will be included. So please follow the guideline.

Q: I was told that it will take about two weeks for the university to process my application if I am admitted as an international student. Is there any problem if I get a plane ticket well in advance?
A: Please follow the information on immigration procedures, including airline tickets, which will be available soon. We recommend that you do not purchase any tickets at this time, as any cancellation fees will be your responsibility.

Q: When you mentioned the "Travel Agency" that is supposed to arrange my arrival, is it provided by Kyushu University or do I need to find the travel agency in my country by myself?
A: Last year, we introduced JTB from Kyushu University, but this year, please kindly wait for Kyushu University's guidance after when it becomes possible to do immigration to Japan.

Q: In March/April 2021, Kyushu University does not allow the student to purchase the flights by ourselves. Is this regulation still valid until now?
A: We will notify you after when it becomes possible to do immigration to Japan, so please wait for our notice.

Q: I will be coming to Japan together with another international student. He is a MEXT scholar. Is it possible for us to arrive at the same time and to quarantine together?
A: MEXT scholars and private funded students will have different conditions and procedure for immigration, so they cannot quarantine together. International Student Exchange Division will send a notice for private funded students separately, so please follow the future guideline.

Q: Is it true that only the holders of CoEs issued before March 2021 are allowed to enter so far? While after that, they will consider the rest?
A: For those who are categorized by the government that they can do immigration procedure after 2022 Feb, the government says they will decide the policy taking operational situation account.
When your immigration procedure becomes available, International Student Exchange Division will notify applicable students.

Q: According to the briefing given by the ministries and agencies the other day, we can't even go to a convenience store to buy food. Is there a convenience store or cafeteria in the hotel?
A: As for hotels, we will be arranging hotels that have convenience stores and cafeterias inside. We will send you more detailed information about the hotels when we get closer to the arrival.

Q: I will not be able to confirm the flight information until I apply for the visa at the earliest, so in the near future, the flight information may be changed.
A: You do not have to buy air ticket at the timing of you submitting the application form to Kyushu University. But at that timing, please write down your plan(schedule) of your flight information. After that, if you have a change of the information when you booked or bought the air ticket, please update "Declaration of Compliance" and submit it again.

Q: Is it possible to set up a quarantine site in Fukuoka without a quarantine period in Tokyo?
A: You can do quarantine near Fukuoka airport if there's a flight available which enables you to enter into Japan through Fukuoka airport.
After you receive a guidance, please choose an airport to enter into Japan depending on the situation at that time.

Q: Are only those who were issued CoE before March 2021 allowed to enter the country?
A: Japanese government states that the policy will be determined for those who the government deems to be "eligible for immigration procedures after February 2022", taking into consideration the operational status. When immigration procedures become available, the International Student Exchange Division will notify the relevant students.

Q: I would like to inform that I can fly to Fukuoka using Singapore Airlines and quarantine in Fukuoka without having to quarantine at Tokyo and then fly to Fukuoka after getting out of quarantine. So if you are going to arrange a quarantine place, please arrange it in Fukuoka.
A: You can do quarantine near Fukuoka airport if there's a flight available which enables you to enter into Japan through Fukuoka airport.
After you receive a guidance, please choose an airport to enter into Japan
depending on the situation at that time.

Q: I would like to ask 2 questions:
1) As a Kyushu University student, am I allowed to fly to Kansai airport (KIX) and take the train to Kyushu University by myself after quarantine?
2) If I choose to buy a flight to Fukuoka airport, with a transit stop at Kansai airport, do I have to quarantine at Osaka or can I take the connecting flight to Fukuoka and quarantine in Fukuoka?
A: Kyushu University and JTB will arrange the transportation after entry (hired car)
and hotel where you will stay after entry.
If you are staying at Kansai International Airport, you will stay at a hotel near Kansai International Airport for 14 days.
After the 14-day waiting period, you will be transferred to Fukuoka by yourself.
Immediately after arrival in Japan (until the end of the 14-day waiting period), you will not be allowed to use public transportation (including domestic flights).

Q: Is it possible to quarantine in my relatives's house in Japan.
A: Last year, the hotel for quarantine was arranged by Kyushu university and JTB. You are not allowed to arrange it by yourself.

Q: I got CoE from another university last year. However, this year I was accepted by Kyushu university and haven't recieve CoE yet. Can I use my former CoE to enter Japan first?
A: According to MEXT, you can not use CoEs from different institutions for immgration inspect.


【about the notification / contact】
Q: If international students could arrive, are there going to be notices regarding the processes for dormitories, ward offices, banks and etc?
A: The procedures for dormitories, ward offices, and banks will be sent to you by email (during the quarantine period) after you are able to enter Japan.
Please wait for the university to contact you.

Q: When you mentioned "Student Support" in "Summary of Q&A ~Living in Fukuoka, Japan~ Fall 2021", which does it mean international student exchange division or the student affairs division from my faculty?
A: The place to ask changes depending on the situation. So after when it becomes possilble, please wait for Kyushu University's guidance after when it becomes possible to do immigration to Japan.

Q: Will we be asked about the exact date or air ticket when we apply for the visa in our country?
A: After when it becomes possible to do immigration to Japan, please ask to Japanese Embassy of your country.

Q: Regarding the Declaration of Compliance・ Pledge to the University, the flight selection may be changed. I will not be able to confirm the flight information until I apply for the visa at the earliest, so in the near future, the flight information may be changed.
A: You do not have to buy air ticket at the timing of you submitting the application form to Kyushu University.
But at that timing, please write down your plan(schedule) of your flight information.
After that, if you have a change of the information when you booked or bought the air ticket,
please update "Declaration of Compliance" and submit it again.

【about the dormitory】
Q: Is it possible to postpone the application process only for the dormitory and apply again for next semester?
A: Unfortunately, it is not possible to postpone "only" the dormitory application. And you are not allowed to check-into the dormitories "after" living somewhere else, such as an apartment/parents house.

Q: If I arrive in japan in the middle of the quarter, can I apply for the dorm for the semester?
A: You may enter the dormitories in the middle of the quarter.
But if you enter Japan in the middle of the semester, then your dormitory period will be shortened. For example, if you check-in to the dormitories in January of 2022, you will have to still check-out at the end of March of 2022.

【about the re-application of CoE(Certificate of Eligibility)】
Q: How long does it take for the re-application of CoE?
A: CoE application usually takes one to two months.
If you are reapplying for a CoE, the review time may be shorter than that according to the Immigration Bureau. However, in the end, it is up to the Immigration Bureau.

【about visa application】
Q: How long after the visa application becomes available will Kyushu University be able to provide the student with the necessary documents for the visa application?
A: We will be able to inform eligible international students about the start of the acceptance process within a few days to two weeks after they become eligible to enter Japan.
If there are no changes from the previous residence track, it will take about a week for the student to receive the necessary documents for the visa application.
If there are any major changes in the immigration procedures, it will take about two weeks to a month.

Q: About the pledge of residence track, What should I do that the expiration date may have expired?
A: That's an older version of pledge and it's not admitted to use it any more. We will inform you soon about necessary procedure, so please kindly wait for that.

Q: How can I register to the Residence Track?
A: As we have already explained in the guideline, you have to submit necessary documents to via email,and Kyushu University will contact you later about the documents by "email".

Q: Please tell me weather I could continue to apply for the 審査済証 scheduled to be applied to the 文部省 in December and January?
Or does it mean that all entry actions including 審査済証 have been stopped?
A: the Japanese government has suspended the application and screening procedures for entry into Japan until 31st December,2021.
We do not yet have detailed information for January 2022 and beyond,
but as soon as we know, we will contact the eligible applicants separately.

Q: I am contacting you in regard to attending the Mechanical and Aerospace Engineering starting in the fall of 2022. Q: I submitted the first copy of the CoE. However, the original has been returned to Japan and replaced with a new CoE during the postgraduate period. In other words, I only have original copy of the new CoE. And what I submitted is the first scanned copy of CoE. Should I submit the newer one?
A: Please submit the photo/scan data of your newest & valid CoE. If you have a previous CoE(data), please be sure to send the data to us as well.

Q: I have had two CoE's issued, which CoE's issued will be taken into consideration when determining my entry date?
A: According to the Japanese government, the CoE will be divided according to the date of issuance of the CoE issued after the CoE application review has been approved.

Q: What I submitted is the first copy of the CoE (CoE as a research student). I only have an original copy of the new CoE issued on October 13, 2020. And what I submitted is the first scanned copy of CoE obtained in April 2020.
A: Please submit the photo/scan data of your newest & valid CoE.

Q: I'm inquiring about the Taxpayer number in the Basic Information section. I put the Taxpayer number that I use in my country (Uganda). Was this OK?
A: Yes, that's what it supposed to be.

【Vaccination】
Q: The vaccine certificate I have obtained in China does not seem to be recognized by the Japanese government. It is the vaccine of Beijing sinopharm/Changchun sinopharm, and there are 3 shots in total. Nevertheless, should I still submit a scanned copy of the vaccination certificate, although it may not be recognized?
A: Unfortunately, the one you mentioned is not valid at the moment, because it's Japanese government's decision. Please keep it safe for the possible future where the Japanese government's decision has changed.

【About waiting period】
Q: I heard that during the waiting period after entering the country, we cannot leave the hotel to buy food, but is there a convenience store or cafeteria in the hotel?
A: We will make arrangements with hotels that have convenience stores and cafeterias within their facilities. We will let you know the details of the hotels and other facilities as soon as we arrive in Japan.
